Lovely Complex, Hana Yori Dango, Ouran School Host Club, Kaichou Wa Maid Sama, Kimi ni Todoke and Strobe Edge.

These are on my recommended list, you'll find a little ecchi in Kaichou Wa Maid Sama and Ouran (brother love), the rest should have a little romance, not too heavy, they are all shoujo's since I don't read shounen's. I could suggest Skip Beat, however romance seems to be an ongoing theme however if you can look beyond that it is a fantastic read if I don't say so myself (its on my number 1 list).
