im looking for a romance manga with action but i want the Romance to be a major focus of the story also. Something similar to Ga-rei. mostly want it to be Shounen/seinen. Can be shoujou if it is a male lead

Change 123 is a nice mixture of both genres.

it's a little similar to Konjiki no Gash!!, but more leads to romance

Just adding my two cents, but I could not finish Tsubasa because I was turned off by the Shoujo-esque artwork and style.

Anyway, OP, I took a gander through your lists and didn't really find much that you haven't read (or are reading) yet that I have in this genre, so not much I can recommend. Maybe Kanshikan Tsunemori Akane or Yuusen Shoujo - Plug-in Girl, but they only started scanlation recently and it's too early to tell whether they will be action-heavy or romance-heavy.

Might want to re-read Hoshi no Samidare or finish off PSYREN.
