hmmm be a little tough, but Mai-Hime and Mai-Otome sound like they would fit. Mai-Otome would be closer to what you're looking for. Both are light-hearted harems with open endings.

maybe Kateikyoushi Hitman Reborn!, probably too much action though, still its a great read.

I suggest Kimi ni Todoke. The characters and the plot are really refreshing! It's a seriously good manga where the female characters grows to be stronger~ It's also romance oriented.
Emma kind of works, in that she gets more comfortable with herself and her emotions, which makes her stronger...
Forbidden Dance does too in some ways...
Complex (shoujo) fits the bill, and you could argue the same of Koukou Debut.
Nobara becomes stronger herself and in her sport in Crimson Hero.
Cat Street is about the main character coming out of her shell and becoming comfortable with herself, and Kare First Love is quite similar in some ways. So is Bokutachi wa Shitte Shimatta.
The whole point of Honey Hunt is to become stronger... and more famous, but also stronger...
Papillon ~ Hana to Chou is entirely about what you're looking for, and Reaching You somewhat fits, plus it's hilarious.
Those all have at least some romance in them.
Also, Shugo Chara! is all about becoming a stronger person, but doesn't really have the romance element...
