Me & My Brothers has an incestuous (or soon-to-be incestuous) couple that matches your description... If you're ok with incest lol.
Beauty Pop totally has THE calmest heroine you will ever find - she hardly ever changes expression lol. The guy who is the romantic lead, however, is a total spazz and quite goofy as well (although he pretends to be cool, which just makes him goofier when he loses it!).
Penguin Revolution sort of counts? I mean the girl IS calmer than the guy, but they're both pretty normal...
I'm not sure if I'm remembering correctly, but I Hate You More than Anyone seemed to have a similar contrast in personalities and the guy was quite goofy, with the girl apparently more mature/poised... ("Apparently" being the key word.) Correct me if I'm wrong, someone!
