Like the topic said, I'm kind of looking for historical-fantasy manga with romance (but it's okay if the romance just as a sub-plot) with strong heroine. If it's included with action it would be great. I'd like to read manga like Anatolia Story, Akagami no Shirayuki-Hime, Kanata Kara, and Reimei No Arcana. No harem, please (love-triangle is okay, but harem, ugh). With a good art too, hope is not so manly but it's okay if the story fits with taste
So, is there any suggest?

Yeah Rurouni Kenshin is definitely a classic ^_^ not sure if it's fantasy enough for you thiugh.
Sengoku Strays is fairly nice and has a good heroine to boot.
There's an anime "12 Kingdoms" (which might have a manga adaptation also?) worth checking out.
Immortal Rain?
I'm sure there are many others, so I bet you'll find something good

Second Basara. I quite like Dokuhime too, perhaps not strictly historical but it does have a historical vibe.
Fushigi Yuugi and sequel (the sequel is a lot better imo) Fushigi Yuugi: Genbu Kaiden
Hana to Akuma If I remember right, the age gap skeeves me out a little. I have the same problem with Adarushan no Hanayome, but some don't mind I guess.
Oedo wa Nemuranai!
Otogimoyou Ayanishiki *** I really recommend this one.
Saver
Ciel A bit slim on the romance.
Evyione
Saiunkoku Monogatari Slim on romance, but lots of great stuff in this one. Viz is printing it in English, bit slow (scanlations slow too I think). The complete anime is out there fansubbed though.
Shinobi Life
Tenma no Ketsuzoku
The Bride of the Water God
Sakura Hime Kaden and Angel Sanctuary also fit, I think, but I haven't read enough of them to really recommend.

I've read that long time ago and that's one of my favorite actually. But it's not count of fantasy manga I think.

Here are some that I believe fit your criteria:
Fushigi Yuugi Genbu Kaiden
Hanatsukihime
Romeo x Juliet
Michibata no Tenshi
Hyakunen Renbo
Zettai Heiwa Daisakusen
Apothecarius Argentum
Adarushan no Hanayome (rather than romance... it's more like fluff? The heroine's a bit too young for romance, haha. But the setting fits your criteria)
And why not give Tsubasa Reservoir Chronicles a try too, if you haven't read it.
Hope you like the recommendations! I like this genre as well. ^_^
