Most time traveling mangas I've come across involve PersonA getting into an accident then instead of dying he goes back in to the past...
Also
JSYK I love Doctor Who...But I'm looking for something completely diff, in a sense that the Doctor has strict rules about tampering with history, yes? I want the exact opposite where the MC DELIBERATELY goes back in time to change the future (or NOW. IDK Time travel is tricky) using his/her knowledge.
and please please don't point me to the tags cuz I've already looked and I just got a headache looking at all those choices....help

I forgot! I don't really mind whatever genre it is, so long as it's not Sports (I'm not into it) or Tragedy (cuz that pisses me off). So even the mature stuff are accepted recs.. Don't be afraid to rec the weirdest crap out there. YES?

Though not involving time travel, strictly speaking, you might enjoy Nijiiro Togarashi... Though it's the villains who effectively attempt to alter the "past," as it were. (It's also the very rare non-sports manga by Adachi.)

How about Again!! and Shut Hell? They're both ongoing though Again!! is about high school life and Shut Hell is historical and more about correcting the mistakes he made the first time he went back...

Waaah, IKR!? Matt Smith is too tame for me but since I've only watched season 5 for now, I can't really tell for sure yet?
Hmmm...I've read [m]Again!!![/m] a few months ago. MC just got into an accident, it wasn't his intention to time travel yes? (well, at first anyway) Shut Hell is more of reincarnation I think? and, after reading the very confusing synopsis, is not what I'm looking for. I might try a few chapters~ Still thank you for giving time to rec!!!

UQ HOLDER! has some of that in the latest volume. Or you could always just keep watching Doctor Who. The knew seasons coming out soon!
Oh, and now that I think about it Yumekui Merry is pretty close as most of the action in it happens in a mindscape kind of place where time doesn't matter. I think it will eventually get to the point where the MC has to change a previous action in the mindscape place to save the heroin. If you like that one there's also Dreamland. Hope those help.

Kimi to Boku no Ashiato - Time Travel Kasuga Kenkyuusho it starts diffrently but latter there are actually real time paradoxs and a bit of mystery.
Nanase well it is tragedy but the time travelling bit and sci-fi for that matter are quite well done.
King of Wolves the time travel is done through some kind of space anomally that occures several times through the story.
Zelda no Densetsu: Toki no Ocarina I tried the manga but the game is still a few hundred levels above it. Still there is time travel involved so maybe it will be your thing.
All You Need Is Kill time loop after the dead of the MC.
Mirai Nikki there are a few time paradoxs here but they come at latter chapters.
Kagerou Days one of the characters has the abillity to turn back time which reset the story multiple times.
Steins;Gate of course is all about unravaling time.
Toki o Kakeru Shoujo time travel. try the anime movie.
Tsubasa - Reservoir Chronicle it's really messed up but there are actually time related problems. If you decide to read it start xxxholic as well.
Kateikyoushi Hitman Reborn! has an arc in the future. Aside from that one of the charater has a bazuka that send person in the future for 5 minutes.

Gakuen Alice there is that character that slips trought time all the time. Become important for the story nearly the end.
