Really hard for a shoujo comedy to not have romance.

The only one I can think of is Yamada Tarou Monogatari, but I've only read 2 volumes so far.

What I don't get is why it has to be a shoujo when you're not looking for any of the elements that make a shoujo what it is.

Do you just want a comedy with shoujo-style artwork?

I was going to recommend gintama....but I can see that you've already read that (I just finished gintama and I'm really sad, it was like the best, you know anything similar?)

something similar to gintama.. well in comedy, it's unmatched..
Kami no Mizo Shiru Sekai has a funny protagonist in my opinion though

It's difficult to find a shoujo without romance, so I'll suggest something that it's not heavily romance related.

Aishiteruze Baby
Kodocha
Vampire Game
Penguin Brothers

Probably Vampire Game is what you're looking for.
