I'm looking for a manga where a character is a useless tag-along who follow the other main character wishing they weren't useless but then gains the ability to be useful, like special training or powers, or releasing their true potential that they were unaware of.
I don't really ever see this although I'd like to.
Please help me out.

Rosario + Vampire is a good example of that.

I can name you at least one manga.

1) Dragon Quest: Dai no Daibouken

The main character is a boy called Dai. He wanted to be a hero like the legendary hero who once defeated the demon king years ago, and brought peace to the land. But that is not our focus now. The character you want to focus on is Dai's best friend, who appears in chapter 3, Po. He is a young disciple of the legendary hero. However, he is slightly perverted, a coward, and not really serious in the beginning. But when the demon king revived and defeated the legendary hero, Dai and Po set off on an adventure to defeat the demon king and his 6 armies.

A quick summary of his character development, which is why I think this manga suit your criteria.
Spoiler (mouse over to view)
On their adventure, they ended up meeting new disciples of the legendary hero. Up till this point, Po always thought that he was the first, but this was a mistake. However, each new disciple, whether they be allies or enemies, proved to be much stronger than Po, making him the most useless in the group. Later on, Dai lost his memories and couldn't fight, so Po faced the enemy alone, and this is the point where he matured.

After training with the legendary hero's companion, he mastered the most powerful spell in the world, which gained him respect from his allies. At the beginning of the final skirmish on the demon lord, all 5 disciples were necessary in the activation of a seal that would disable the demon lord's flying fortress. Each of them represented an aspect of a true hero, courage, love, justice, ect. Standing in a circle, their pendant shined a different light that represented them. All except Po, which caused Po to finally realise that he wasn't good enough to be a hero.

The enemy commander used the chance to deliver a fatal blow to Po, but the woman who loved Po intercepted the attack, saving Po. At which point, she forced Po to say out loud the name of the girl he was in love with, which caused his pendant to shine, signifying that he has the greatest courage. In this world, only a high level wiseman is able to use both healing spell and attack spells. Po, who was a warrior mage suddenly used a high level healing spell to heal that girl, which instantly raised his status to that of a wiseman.

There's more of Po's adventure and development even after that scene. But at this point you should probably read it yourself. One warning. You need a lot of time, because it's a long saga.

2) The Legend of Maian

I won't explain this one, but you can trust me when I say that the main character ,Fenix, matches your requirements. This is an ongoing book, and is also a korean manga (manhwa). The world is very detailed and developed with lots of background information right from the beginning. You will like this one.

Claymore
The main character is a female warrior, and her companion is a useless boy. He'll eventually grow to become more useful, but be patient, because it will take a looooooong time for that to happen.

laugh uh, now i remember, I only remember the heroines and their battle. cool
That boy becomes stronger when he grows up, he travels around with another partner, a girl maybe (don't remember if she's related to the previous parts).
I think why that boy has no role for the battles is easy to understand, in order to fight the Yoma, the Claymore must have supernatural strength. That boy is anyway, still human, a weakling. roll

Witch Craft Works - from the scanalations, it seems that the main dude is now undergoing training. In the beginning, all he did was hide behind the female protagonist. On one page, he even says out loud that he wished he wasn't useless.
This might not fit, but Fate/Stay Night. I haven't read this in awhile, and even then I really only watched the anime, but the main dude seemed pretty useless to me. He keeps spouting pacifist nonsense, and while that may be the most ethical choice, it certainly is irritating to read. Thus, he never really does anything. I think he starts manning up later on in the series, so it might fit.

Ayashi no Ceres: Aki - Aya's twin brother biggrin no He's obviously weak, physically & mentally, always get controlled and possessed. Aki's useful only once in the end of the series, helping Aya & Ceres killing the ancestor - their enemy and then die dead

OK, so the best fits are Rosario to Vampire and Claymore.
Since I stated that they were more of a tag-along character you should sort of expect them to be useless.
The others more fit into weak-to-strong.
Another way to put it is a character who appears to have no way to fit in with the powerful characters then gains the ability/chance to.
Some What-Ifs that would fit if they were to occur would be:
If Komatsu from Toriko got Gourmet Cells.
If Cruz (Yamada) from Needless obtains a Fragment
Spoiler (mouse over to view)
which he may have received during his trip to the past

Shingetsutan Tsukihime
Main (♂) have the ability to begin with but he gets beter at using it as time goes.

Nurarihyon no Mago
Main (♂) grows more reliable and more useful as he comes to accept his place in the world.

Aphorism
Main (♂) starts off unreliable and he doesn't really change in that matter but he gain the ability to transform into someone reliable (rough explanation, its realy good in few that people acctuly die).

Holyland
Main (♂) is weak and really have the foster postion personality but he becomes strong (perhaps not reliable) but i tohught i should mention it anyway.

Immortal Regis
Main (♂) is actually reliable at start in his own world but that quickly changes and he is in a scale of weak-strong equal to a bug (he really is) but that changes later on (his strength) but he maintain his relaibe personality through the story and the sequal is quite uniqe.

Tripeace
Main (♂) has memory loss (Severe "SEVERE" (severe) memory loss), and in his world one can't do much without power, though he has yet to acquire such a thing (power) he still find ways to make a diffrence.

1/2 Prince
Main (♀) is rather stupid (air headed) but is strong in terms of fighting ability, she becomes more reliable (i guess, though still need her team mates) but as time goes on the story really have fallen apart.

Tower of God
Main (♂) is rather weak and rather "soft minded but he does pull through what he faces and he doesnt give out the felling of being unreliable, but as far as the stroy goes, considering its how far it can go its practicly just geting started.

Eden no Ori
Main (♂) is straight forward and simple but the kind that really shines through in dire siturations, though the story itself is way to "happy go lucky, fluffy and pinky" for a survival story.

7 Seeds
The story has multiple main charaters in a realistic survival enviorment, it follows the Main charaters in their respectivily groups and how they adapt and grow.
