I'm not sure if I'm the right person to be reccomending humorous shoujo, since I have a rather unique sense of humor... and I absolutely hated Lovely Complex and couldn't make it through 10 chapters...

I second Power! That's probably the funniest shoujo manga I've read to date.

Oh! I second so many of these!! like everything suggested by Orka_n (especially Power!), and a few others that have already been mentioned: Tokyo Crazy Paradise, Perfect Girl Evolution, Dengeki Daisy, M to N no Shouzou, Shiawase Kissa Sanchoume, Ouran Highschool Host Club, and Oresama Teacher (all seconded by me 
).
Now for my original suggestions...-ahem-
Day of Revolution - It's a bit weird...a guy finds out that he is genetically a girl so he gets a sex change into one. The ending was a bit rushed, but the overall story was good and the hilarity is definitely there (although, I suppose I may only speak for myself ).
Sugar Family - Father gets remarried to a woman with a son, while have a daughter of his own. The newlyweds go on a honeymoon leaving "brother and sister" (although they are not yet registered as sibling by law) alone. The brother also teaches at the same school as her (so its like a double forbidden romance
), and along with the brothers love-denial and huge (did I mention that is was HUGE?) sister-complex it makes a very funny read
The Egg Yolk - A girl accidentally leaves her planet, Salami, and finds herself on Earth. The two planets are almost identical except their ideas of beauty are completely opposite. And so our heroine was hella ugly on her planet but is a beauty on Earth. She comes across a self-centered boy, and so the story begins. (So, so, so , so funny!!)
